On April 24, 2024, the 1st China-Latin American and Caribbean States Space Cooperation Forum was held in Wuhan, Hubei Province, China. The Forum consisted of an opening ceremony, a plenary session and four sub-forums. On April 25, the sub-forum on “Global Governance of Outer Space and Capacity Building”, co-organized by the Centre and the Space Law Center of the China National Space Administration (CNSA), was successfully held in Wuhan. The Forum attracted representatives of relevant departments, universities, research institutes, and enterprises in the field of space from home and abroad, as well as representatives of relevant international organizations.
The Forum was divided into two parts: keynote speech and thematic discussion. The first part was chaired by Mr. Zhao Chunchao, Director of the Space Law Center of CNSA. Three panelists, Mr. Nicolas Peter, President of International Space University (ISU), Ms. Madelaine Mitchell Rojas García, Executive Director of Centro de Innovación en Ciencias Espaciales de Panamá (CENACEP), and Mr. Jing Guifei, Deputy Director of the Centre, gave participants fascinating reports focusing on capacity-building in outer space.
The second part was chaired by Mr. Weng Jingnong, Executive Director of the Centre, with the participation of Ms. Aarti Holla-Maini, Director of the United Nations Office for Outer Space Affairs (UNOOSA), Mr. Xu Yu, First Secretary of the Department of Treaty and Law of the Ministry of Foreign Affairs (MFA), Ms. Yu Qi, Secretary General of Asia-Pacific Space Cooperation Organization (APSCO), Mr. Sergio Camacho, Secretary General of Regional Centre for Space Science and Technology Education for Latin America and the Caribbean (Affiliated to the United Nations), Mr. Awni Kasawneh, Secretary General of Arab Union for Astronomy and Space Sciences, Ms. Sandra Torrusio, Secretary of Science and Technology of the Faculty of Natural Sciences and Museum of National University of La Plata (UNLP). The talks focused on the new challenges of outer space governance posed by new space technology and missions, exploring and discussing new ideas, initiatives and rules for outer space governance.
As one of the sub-forums of the 1st China-Latin American and Caribbean States Space Coperation Forum, the forum centers on global governance and capacity building in outer space, by creating a communication platform, lays a solid foundation for deepening the relationship between China and Latin America, strengthening the mutual space cooperation, benefiting more people of the two sides, and working together to build the China-LatAm Community with a Shared Future.
